What is a Household Waste Recycling Centre?
Household Waste Recycling Centres started their lives as 'tips' - somewhere the public could take their unwanted goods to be disposed of. However over the last 10 years, these former 'tips' have been transformed into centres of waste recovery and recycling. In other words, as much of the waste as possible is recycled or recovered, as opposed to being landfilled.

With this in mind each Household Waste Recycling Centre is designed and laid out to make the segregation of recyclables and recoverable materials as easy and efficient as possible. There are a series of recycling banks for glass, aluminium and paper etc. (like the bring banks found in supermarkets etc.). There are also separate skips for more bulky items such as cardboard, plastic bottles, timber and green waste, etc. whereby the maximum amount is recovered or recycled. Remember: if you are a householder you can recycle everything accepted at a HWRC for FREE; but please help us to increase Calderdale's recycling rate by putting the seperate materials in the right receptacle For more information on what can be recycled please contact Street Care on 0845 245 7000

Is there a charge to use the HWRC's?
There is no charge to users of the HWRC's. However the HWRC's are only open to the public for household waste. Traders are strictly prohibited from using the sites at any time.

Household Waste is anything you would put in a removal van if you were to move house.

*Bricks and rubble is classed as construction & demolition waste and is therefore not accepted as a recyclable material. However, we will accept this in small quantities – 6 standard sized builders bags only (20kg maximum capacity).
Plasterboard – Due to the amended Acts of the Landfill Directive (2008/09) on the safe disposal of ‘gypsum’, this can no longer be deposited in the Brick & Rubble skip. It can be deposited, in small quantities, in dedicated skips at the Brighouse and Todmorden sites.

Recycling Permit Scheme - How it Works
To safeguard residents against subsidising businesses the Council operates a commercial vehicles permit system to prevent abuse and avoidance of payment.

No permit required
If you have a car, 4x4 or a people-carrier with or without a a standard camping size trailer (6’ x 4’), you can enter any site and recycle or dispose of any household waste without a permit.

Permit required
All vans, pick-up vehicles and large trailers require a permit to use our sites.

Where a permit is required
There are three types of permits available for vehicles other than cars, 4x4s or people-carriers:

1. Recycling Permit – unlimited visits valid for 12 months
This permit allows the holder to dispose of recyclables at no charge at a chosen Calderdale HWRC. The types of vehicles this applies to are:
1. A van, i.e.: 
    i. a vehicle without side rear windows 
    ii. a flatback vehicle, including 4x4 pickups with a flatback and/or a crew cab 
    iii. a pickup vehicle 
    iv. a vehicle with more than 2 axles 
    v. box or Luton-style vehicle
2. A twin-axle trailer up to 3m in length
3. A hire van
4. A car that is unable to fit under the height barrier

2. Permit for Non-recyclable items –permit issued for 1 year, or 6 trips whichever is sooner.
The permit cannot be renewed before the expiry date even if the 6 trips have been used before the expiry date.

3. One-Off Visit Permit - valid for 1 month at a specified HWRC (maximum 12 per year)
This permit allows the holder to visit a single specified HWRC within one calendar month of the permit’s issue, and one visit is allowed per permit. Only items requested on the permit can be disposed of, such as fridges, freezers, furniture or any other bulky household items.

Please bring your application form, a vehicle registration document (plus a utility bill no more than 3 months old and a valid driving licence) to:

Please apply for a vehicle permit BEFORE you want to use it, as sometimes there is a delay when issuing the permit. Calderdale MBC reserve the right to inspect your waste at your house prior to accepting it at the HWRC.

What’s not admitted
The following are not admitted onto our sites under any circumstances:
• Trailers longer than 3m
• Trailers with more than two axles
• Any vehicle plated more than 3500 GVW
• Pedestrians

Trade waste disposal
we are not licensed to accept waste from commercial or business activities or trade waste.Commercial or trade waste can be deposited at: Halifax TLS, Lee Bank, Ovenden Road, Halifax HX3 5PN. A Charge will apply.
